250 EFI butterfly adjustment.

So the 1998 250 EFI has the upper and lower butterfly adjustments. The uppers are supposed to be closed and the lowers for the idle adjustment with the TPS showing .95 volt. The issue is at .95 volt and the idle set 650 rpm in gear, the end will lean sneeze will under idle load to 1000 rpm. Then if you bring the TPS up to 1.03-1.07 it solves the problem but then creates high idle/erratic and smokey conditon. I feel like I'm missing something. (The upper blade screw is backed out approximately 3-1/4 turns,) in an attempt to make sure they're closed.
Does anyone know how to make sure the Upper blades are set correct...??? I mean, there's an adjustment screw there for a reason I would think...
