Mercury Fuse Block???

I think my fuse block is dead. Was out towing the kids and felt a loss of power then it recovered then died. The boat still ran but was leaking gas into the lake and then when I tilted the engine, gas ran out of the carbs and dripped out of the front. I have checked the spark on the left and right bank. The right bank has no spark at all. Is this a part that fails? Am I on the right road? 417158

Called a switch box, swap the two and if spark moves the the other bank. Replace them both.
