Johnson v6 225 Rich and rough idle (stalls)

Have a pair of 1989 Johnson 225 v6's.....port motor runs rough at idle, very fuel rich, coughs and quits in and out of gear. Runs good at higher speeds. Fuel consumption is high.
Any thoughts ?

looper with a rich idle....carb or carbs flooding...air jets plugged or too small...pin hole in fuel pump, sucks gas into motor...choke solenoid stuck open or staying on....
