Steel bore engine on one piece plate ?

Is it OK to run a steel bore 2.0 on a one piece plate that's dry stacked and is tunable as far as water exit speeds ,no poppit valve and put 1/8"washers in heads ... just watch temp gauge and give plenty of warm up time???
