225 promax limiter

I'm trying to settle a debate about how a 225 promax stock limiter works, can someone that has facts about this explain how it works and that they will usually turn 7k or more?

It's a soft limiter that puts the fuel system to full rich at 6750rpm, it does not cut the ignition out at 6750. This is why with the right prop the will turn 7000+rpm.
