Probably a dumbass question - but does anyone have instructions on how to do this?

Well, you can get fancy like some, drill and tap them and loctite set screws in.
Or, you can just clean them good with brake part or carb cleaner and pipe cleaners and fill them with Marine Tex.. THis is my prefered method. I stick my finger in the ehaust port, reach up and wipe off any large blobs that might might be on the back side after I feel the hole. Make sure you don't leave any on the cylinder and it's a little recessed so the rings don't get in it when you rotate to do the next one.

Now don't get too excited about Skeet's motor, unless you really want to come off some bucks or have a spare block laying around you can work on (or no no hurry to build yours) and have a lot of experience with a die grinder. Reason being, if you just start grinding without really knowing what your doing, you can probably dump the block in the trash can when you finsh.
Your cheapest bet for a strong motor that you can be assured will be ported right is to check out Monty's or Stoker's. Monty will do a mildly modified block (250 - 275 hp) for about what it's going to cost for all the stuff needed to do it yourself, if you have to buy everything. Not sure what Stoker charges but it's worth checking into.
General cleanup will help, but you will need to get some 6" long burrs and a long barrel die grinder to get a lot of them glue lines. When you start grinding insdie that motor, it's going to be some of the tuffest work you'll do. You will also need some long mandrells for spiral rolls, and lots of spiral rolls.
Oh! forgot to ask, what year model block. If it's one of the mid 90's the is a ton off work going to be need to really get it right. The transfer ports are badly missaligned, some the auxilllaries (finger ports) have so much slag they are almost closed up, and the list goes on.

Just planning on filling the idle relief holes - maybe a winter project with the other stuff. You got to start somewhere, might as well be my own engine.
