280/260 electronics surging

I have a 2004 280 w/260 electronics. it surges between 1000-3000 rpm and will stop once I hit 3000 rpm at full throttle. Temp is running under 160 and water pressure is over 35 wide open. I've added a Simon alternator kit and it has a light weight flywheel. Once past 3000 it runs great. It also smokes heavily on idle. Any ideas would be appreciated!

With normal 260 electronics, I would say bad rectifier.

I am not sure if the stock rectifier is still used with Simon's alternator kit, though...

It's suppose to work with the existing charging system (16A).

How would I check to verify if the rectifyer is bad?
