I just purchased a a mercury 2.5 from a guy on here last week and I finally got it rigged up and started it today there is no water coming from the pee holes on the cowl and he said it had a new water pump this year also it has a sport master lower unit. Is this normal for them not to pee with In the first 20-30 seconds I shut it down didn't want it to get hot the temp gauge never came up but block felt warm. But it started to spit water and had a lot of steam coming out maybe ran it for a minute or less is this normal?

there should never be steam maybe he left the key out of the impellor or got the vains not all running the right direction

Agreed, normally steam is not a good thing. However, it was 35 degrees yesterday in SE Iowa so some steam might be ok in those conditions. A water pressure gauge needs to be standard equipment in outboard boats, it eliminates a LOT of guessing. Was this in the water or on the hose? Do you have the correct flushing attachment?

You should change the complete water pump assembly when buying a used motor regardless of what you were told, pump kits are a bunch cheaper than powerheads:D (and get a pressure gauge)

It was most likely exhaust smoke you saw.

i got it figured out apparently i needed the sport master lower completely submerged somehow i burnt the water pump up. i ran a bobs low waterpickup and it worked just fine in the same tub i use..... maybe
