Steering Arms from Marine Machine (May Fair)

Has anyone ever changed the seals in one of these arms? I just ordered some seal and now I'm trying to take the arms down to replace the seals but it seems that I'm required to have a special tool to remove the shaft in order to replace the inside seals. I don't have this tool. Can anyone point me in the right direction as it's difficult finding someone in the Bahamas that has worked on these before.
