I read recently that I can make my 1997 merc 175hp into a 200hp just by changing the ecu , is that right?

No you can`t. Sorry for the bad news but there is a world of difference in porting and tuning between the two motors.

the ecus will run on any motor maybe better on one then the other but the 175 wont ever be a 200 till you do a gob of porting and afew other things to pony up the ponies

i just bought a 175 ecu that was 95 bucks on ebay with paypal (that makes it have to be good or you get your money back) dropped it on a 200 efi it runs great, many time ive had a sluggish ecu and dropped a lower horse power one on it only to have it run better so go figure
