Before blaming the starter check the battery, all connections and especially good grounds.

It is a centrifical drive,if it has been sitting the lube can tighten up and it won't throw out.Hold the top of the starter and twist the drive by hand.If it is free the starter may have the brushes stuck in the brueh holders keeping it from spinning hard enough to engage. The grease will gum up after sitting also which will keep it from turnning fast enough also.If you can't get it to go take it apart and clean the commutator, the face of the brushes and lube the bushings and drive spline. Also look at the armature to see if it is dragging inside the housing, the bushings could be wearing down. They are simple motors with magnets rather than field coils and are easy to work on.Sometimes the magnets will come loose and need to be epoxied back in place.Hope this helps.

racemore,
i rotated the gear by hand it it did move upward, i guess it needs to come apart. ive rebuilt car starters before but have never done a "merc" , are there any special tools needed when putting it back together? to hold the brushes or anything?

95stv'er,the brushes push toward the drive instead of toward the center unlike an automotive starter.Just remove the through bolts and pull the armature and drive end plate out.You will be able to hold the armature and remove the nut that retains the drive.Once you free the drive so it will rotate forward when you put it back in the housingyou'll be able to push the armature through the housing enough to set the brushes on the commutator end.The magnets will be trying to pull it back into the housing so you will have to hold it from doing so.after the brushes are set and the plate is on the shaft let it slide back in carefully.don't froget to lube the bushings.I have always used Kendell super blue grease with a drop of oil.White lithium tends to gum up.it doesn't take much.Check for any dragging on the arm.due to bushing wear.Tell me how you do.Lonnie

I'm sure you know the drive gear slips one way and locks the other. You may be able to hold gear with pliers and turn the armature shaft with a wrench and get it to come up.remember the starter turns opposite the flywheel.
