After spending a few days looking through google images, forum posts, and going down with pictures of this thing to the local Mercury guys. I come to the forum that pops up the most when I punch in possible ideas as to what cluster of an engine I may have here.

Ok. Buddy of mine bought a boat. He mows yards for a living. I am his mechanically inclined friend.

Boat is a 1996 Stratos. He wants to go fishing and get there fast I guess.

The engine that he was told that was on it was a 2001 225.

It is not.

The slug in the block atop the starboard cylinder makes the block a 1985 2.0L ELPTO. It has 5 bleed ports. The one missing is cylinder number 3.

What does not make sense is the rest of parts.

The Cylinder heads are "newer" 1 piece heads. (According to the local Mercury guy and I was told this is a good thing.)
The bottom half of the crankcase has a pressed in hose barb at the TOP where the upper crank seal appears to be.. A check valve at the Bottom where the lower crank seal appears to be. And 2 hose barb locations on the port side just below cylinder 2 and below cylinder 4. It also has 12 check valves. All have been removed. All have been cleaned and returned to functional.
The Carb Adapter Reed Block has Horizontal 7 Petal Reed Blocks (Or 14, 7 top with 7 bottom, however you want to call it). They are all inline and not staggered (Offset to the left and right). It has 1 small hole under the carbs for cylinders 1,3,5. It also has 6 tap spots for vacuum (1 at each cylinder on the side under the carbs. Starboard side had some brass fittings in it with 1 plastic. Port side had all plastic.
The Carbs on this also do not match the 85 ELPTO. They are WMH-2A.

It seems someone got creative and assembled something from a few other sources.

Anyone want to take a shot at this?

The cowl has also been changed to a "Race Cowl". According to the local Mercury guy.

Not all that uncommon. Pull head to check bore size. If it is 3 1/8, it is a 2.0. 3 3/8 a 2.4 and 3 1/2 then a 2.5. 1 piece heads is a good thing. The hose barb at the bottom should be connected to the hose barb at the top as this is what oils the top bearing. The hose barbs in the side of the block connect to the intake and they oil the center mains. The WMH-2 carbs have been used on the 150, 175, and 200. My guess is the locations you call vacumn ports are actually for bleed lines. I have seen many configurations on the intake bleed line locations. Good luck.

The reason I say they are for vacuum would be from this picture I found of what it looked like with the hoses on it. The 2 brass fittings with the small 1/16 ports on them look like what would be connected to the 2 bleed ports in the port side of the 2.4 front half since they are not there on a 2.0L

I have never seen that particular configuration before. I guess it is kind of like a cross drill effect allowing each cylinder per side to draw from the other carbs considering all they do is tie the three passages together. Hopefully someone in the know will respond.

They don't go all the way through. Just into the throat it's tapped into. Then it ties the sides all together.

That's tha norm on tha old 225's. When I used that reed plate on later 2.4's/2.5's I plugged all three on starboard side, bottom on port then reduced tha middle and top down ta size for center main lube........
