Mercury XR4 lower unit

ok yall, have a 1990 XR4 that was making a squealing noise when running on muffs. thought I had a power head issue, but at the advice of someone, dropped the lower unit to check the impeller. at the same time I hooked up a hose to the water pick up tube and cranked, let it run numerous times without the noise coming back. impeller looks new, replaced it recently. noticed that the driveshaft or shift shaft will not turn by hand.......have not looked at the lower unit oil, but with it removed in neutral, shouldn't I be able to rotate the drive shaft freely??

not freely with the impeller in place its has friction on it its a concentric rotating impeller take the impeller out it should turn easy if not get a big case they are much better for the consumer get a2.1 ratio
