Stoker deck

Can any body tell me if it can be right that my deck has drop on my boat holds water along the sides just doesn't look right:confused:

Is the water on the deck or in the sponson? Boat built in New Zeeland? As mentioned photos would help.

back half is common,mine does it at a stand still sometimes,soon as u in gear it rolls off.
