can I make a pair of mirage plus 23s to act like 25s at the top end I have 400 rpms to much .

Jersey devil, you might want to go to the props,set-up,and rigging site to get your answer. In my years of experince you can go up or down by 2 pitches, but you need more details about your set-up. I hope this has helped.
