The previous owner installed pop ups on the boat and didn't seal them off. The cleat at the tip of the bow and both cleats by the windshield do leak. Any suggestions on what I should order? 3m?

Some popups have a "cup" that fits underneath with a nipple to attach a drain hose. You would have to look up your particular cleat.
This might work for you:

I will have to take a look at what type is on the boat. I just don't want these things leaking on my fresh core/floor when it goes in.

If you have Accon Marine brand cleats, they have always offered drain cups, that drop into the cleat hole, before the cleat drops in on top of it. They were/are the original, & most popular brand spring-loaded cleat out there. www.AcconMarine.com (http://www.AcconMarine.com) You can also get them at your favorite marine warehouse store & on e-Bay.
