The song is by Jason Becker, he was 17 or 18 when he recorded it, total guitar prodigy. He was diagnosed with ALS two years later while working on David Lee Roths album A little Ain't Enough. Jeff Loomis performed it above, ex Nevermore and does his own solo work now.
