at what rpm is rev limiter kicking in? if at low rpms around 2500 it could be the motor thinking it is overheating or oil tank is low on oil. if it is at higher rpm like 64 to 6700 rpm.and you are not moving very fast that would be prop related i think. if to much exhaust blows out around prop hub it can cause cavitation. small hub prop on big gearcase or to thick washer spacing prop to far off gearcase. either should only affect takeoff. once on plane there should not be a cavitation issue. maybe a spun prop hub slipping?

you need to say at what rpm it is at when rev limiter cuts in.
