Is it better to leave off the 2 crank sealing rings or leave them on? It is a 1.5 inch top crank non-oiler. What is the purpose of this?

If your BLOCK has no posistion for the rings leave them off..Before installing buy a 12" X 12" sheet of glass from the hardware store and some 400 grit wet and dry sand paper , lay the sand paper on the glass and lay the sealing rings down flat rub it FLAT in a figure 8 after a few passes look at the ring surface , if its ALL shiny its flat if it was black areas repeat, do both sides a warpted surface will drag ,cause friction, heat and robs prescious HORSE POWER . Next before you install used a belt sander or a wet rock to put a very slight radius or chamfer on the 4 end surfaces on each end of the ring this takes away the chance of the crank finding a place to catch/scrape and rob HORSE POWER..

There are real slight marks in the block and cover,at one point there were rings there. Will it help oil the mains better and create a better vacuum with the rings on or off?
