Suzuki DT 75 Trim Pump HELP!!!!

So I just purchased a little boat for my kids to run around but the power trim unit wasnt working. I took it apart to find the brushed rusted open. I cleaned it all up and reassemled and now the motor turns really nice but outboard motor doesnt move up or down. It souds like its just free spinning. So I removed the manual tilt screw completly by accident, re installed and tried adding fluid. But all this and still no trim. What the proper possition for this screw to be in? And proper way to add fluid and bleed?

So I played with it a little more and it almost sounds like the motor is not engaging the pump. Is this even possible because the motor did drop all the way down onto the housing.

I am not a suk exp but most the manual release screw should be turned all the way in to close. The black screw should be the fluid fill,on most with motor tilted all the way up. Try filling it and back and forth up and down on the switch,let it sit a day and repeat. If all else fails take to suk dealer.
