Maybe the motor is too deep in the water? I have the same problem with my baja. My prop doesn't like to surface cause it loses its ability to lift the bow. I figured it would have to be closer to the surface to throw a rooster.

Yep, raise the motor. You're gonna need a surfacing prop too, otherwise it will just blow out.
You're probably gonna chew up lower unit parts too, so post an ad in "parts wanted" now.

What are you trying to achieve? Just being able to throw a rooster tail? Several factors come into play for that to happen. Without seeing pictures of your set up I'd say it's not going to happen.
(1) Your lower isn't a LWPU. So raising the engine will only cause you to loose water pressure so start saving for a power head now it you choose that route.
(2) I'd bet you don't have a surface running designed prop.
You're gonna need a LWPU lower or a LWPU kit to safely raise the motor. You're gonna need a Surfacing design prop.
Once you have those done. you can then start by setting the centerline of the prop shaft with the bottom of the boat. You can then adjust up and down in 1/4" incriments to achieve your best top speed. You're also gonna need to play with a few different props.
The rooster tail will be what it is. But if you're all about the roostar tail then jack it up. Like Ronnie mentions you're gonna blow out and be ready to dig for lower parts if not a whole lower unit.

just try a cupped chopper on it! I'm sure you'll get some tail! I don't know why your worried about no tail!

He'll never even get it with a cupped prop unless he wants to trim up and run 25 MPH spouting a rooster tail.

The "roost" comes from the surfacing of the blades while underway more than the "thrust force" of water being blown back. It's not a jet boat.

If you want a rooster tail----------------- you first have to catch the ROOSTER thanks.
