On a 2.4 EFI where does the line from the top of the fuel pressure regulator go to the intake or ECU ?

Fuel regulator and ECU both go to the intake on different ports.

Ok thanks thats what I was thinking but I just wanted to make sure this thing will not start when the fuel pump is on while you are cranking it over so I am trying to find the problem by process of elimination but I think it may be the regulator anyway

If the regulator is not able to hold enough pressure the injectors won't fire. Have you put a fuel pressure gauge to check to see what kind of pressure you have currently?

Where do I need to put the gauge after FP before Regulator ?

YES in between the two will work.
