2.5 water system mod question

The midsection I have has theses mods done to it. It also has a line coming out of the popit valve. This is on both sides of the midsection. Can someone tell me the benifits of this mod?

Never mind guys. I just stopped by John Marles site. It appears this is a mod he recommends. Good reading by the way..
