mercury v6 200 timing

i have a dumb question guys! im setting the timing on my 86 2.4 merc. when i get tdc matched up with the tdc indacator and im setting the WOT at 23 do i move my indacator to 23 on the flywheel and point the timing gun there or do i keep it at 0 and adjust til 23 comes to the indacator in the light?:confused:

After you verify the needle (pointer) is actually TDC 0* you set the flywheel to 23* BTDC
