Oil injection question on a 3 liter 225 carb motor

On a 3 liter 225 carb motor I keep on adding oil to the small tank inside engine cover.The tank inside the boat always stays full. Shouldn't I be drawing oil from the tank inside the boat opposed to the smaller tank inside the cover. Any info would be appreciated. Thanks Joe.

should draw from big tank,check cap on big tank ,might have vac.leak,or a hose is sucking air....
