Scarab Sinks on Lake Havasu

Here's the description from the boat owner:

Long story short, our boat sank. One of the girls puked and as they were cleaning up too many people shifted weight to the back and down she went. None of us got hurt, thank God. Never gonna forget it that's for sure.

I wonder if you picked people up out of the water, (to save/help them), and didn't have enough life jackets, if the law would still give you a ticket ?

Sad thing is, I lived in Havasu for 10 years, and saw WAY dumber things than that going on.
