Are Mercury 3 Lt. motors Metric ?

I'm working with a set of WMH 19 carbs off a 3 Lt , and the 1/4-28 bolts that hold the air box on , will not thread in . They are a fine thread . So is it posiable they are metric ?

I think they are M6 x 20 if they are screw #4

that whole engine is metric rich
