on a coned 200 merc lower unit, notice some people dont fill in the bottom drain hole in side of case while using the rear drain carriers.. will this effect handling or speed in any way?? hear some can have problems when filled in?? thanks guys

Best way to fill it in is with silicone and not with the epoxy like you use with blending the cone... It tends to fall out anyhow and the silicone is more forgiving too plus alot cheaper...
