new impeller no water

my buddy over heated his 40 merc,2 stroke,we changed the impeller and cant get the water out the pee tube. blew the line and its clear. put muffs on and water wont come out the pee tube ,even with full pressure from garden hose. started motor and still no water out the tube. all new gaskets,spline is in place. pick up tube is in the housing top and bottom. Water is leaking thru the casting next to the spark plug hole,as if it is cracked. I dont want to replace the head cover untill I can figure out why water is not getting thru the head out to the pee tube. what am I missing here ? Thanks in advance

The impeller tube go to a plastic inlet under the block maybe is melt..

Take off water jacket were is the sparkplugs and check if power head is not cracked.. If yes the compression push the water and that why no water at the pee hole..
