1996 Force 75hp - Can't get lower unit off

I know this sounds stupid but the lower unit will come down about 3/8"-1/2" and won't go any lower. It will swivel back and forth some but can't seem to come free. What am I missing here?

Does that have the old 2 piece shift shaft is there a window where there is a 2 way swivel. I don't have my manuels but I know the old chrysler had them. Rick

The Shift pin Locks Up on them ... Its at the front of the lower unit ..
