Just ask if it has ever had the transom, etc. replaced if not I would plan on having to replace it. Gotta love them streams. :D I know I do.

use a moisture checker. Tap the hull with a mallet and listen for thuds. Look at the core through the glass and see if its dark. peel the inner layer out and see if its wet as you pull it out to replace it. Most methods take some experience and more then likely you will have a wet core anyway. I am in the same boat, just bought an 87 Venus XT about 2 weeks ago.

inspect it for cracks where water can get in, or signs of water leaking out. dark wood is bad. transom flexing.

its far better to just take nothing for granted and just restore the whole boat from scratch that way there is no ? IMO

how much would something like that cost to restore the whole boat? or is it fairly easy enough to do it myself if i am pretty handy?

Probably cost a couple of grand to pay for, but i could be wrong, its labor intensive. You would have to check around your local shops and see what they say. You could do it yourself. plenty of guys on here have doe then and documented it very well. I am getting ready to do mine. If your handy you could probably do it, if you have glass experience it will probably be even easier. but its not an easy job. fiberglass is a pain to work with.

Trim the engine all the way up, push down on the transom, bounce it and see if the transom flexes. If it moves at all it needs replacing.
