questions about the pad on my boat need some help

i got a straous v t rocket that has a new pad on it about a year and half ago. the fellow i got the boat from had it put on. when he got it done he had 1/8'' x 1/8'' dimples drilled in it over the whole pad. i've never seen this before. wat does this do? i only run the boat in fresh water. do i need to leave this alone or make it smooth like a normal boats pad is?

The holes are for aeration. In theory they break the adhesion between the water surface and the hull. How does the boat run and handle?
