1998 Merc 200 HP EFI Rough Idle

I have a 1998 200 HP Merc EFI on a 1998 Ranger 518SVS Bass Boat that has always had a rough idle or stalling after you sit with the engine off for a period of time. It is very cold blooded and always has been. I bought it in 1999 1 year old and it has pretty much been that way forever. Any thoughts?

pull injectors and send in to brucatto for cleaning, varify timing , link and sync, and TPS voltage and possition.. also varify fuel pressure, and pump operation, change the fuel filter on the motor and also if equipped change the water seperator on the boat
