Anyone seen this style bracket need advice

The bracket on my 30' Scarab has a large opening towards the back and sits rather low in the water. It takes on a good bit of water when its just sitting and it pretty much fills completely up when I launch it off the trailer. I originally thought it would sit a bit higher, I sealed up all the holes and put in a small 800GPH bilge pump & float switch thinking it would come on for the occasional wave over the swim platform. BUT it is pretty much running constantly as the bracket fills up very fast.
I am not sure what to do with this setup. I know the boat had slightly lighter engines on it before (250 Yamaha OX66) so it probably sat a bit higher up.
I have attached several pics so you can get an idea of the style of this bracket. It almost seems like water should flow through it. Should I open up the two holes in the back that I patched over? Looking for opinions. Im trying to get this boat seaworthy without putting in a ton of money so buying lighter engines or finding a new bracket is out. I'd like to work with what I have.
By the way when the boats on plane the practically entire bracket comes out of the water.

what i have found is they leak at the transom and then all kinds of bad stuff starts to happen
what year is it
that brkt is designed to be a wet brkt and drain as you take off
it dont look like a dry brkt so yes open the drains back up
a lot of time the engineers forget that water wont travel up hill gravity will prevail over phisics
if thats the case you need to drill a small hole on a angle to suck the water out of the front of the brkt
take that swim lid back off and have some one shoot a short video of what is going on with the drains open
and then i might be able to help more
