Have an issue with my Allison Jack-Plate. Will only work when boat is in the water, but very slow. When the boat is one the trailer, it will only jack down but not up. When I hit the switch up, the jack-plate motor works but seem not to push the plate back up, only down. If I leave it up it remains up, with no leak down. Any suggestions?????
