if the tattle on the port side is connected to the thermostate covers is it accurate to assume that it won't pee until thermostate reach operating temperture and open up? starboard side shoots a stream very far at once.

Until you have some pressure in the cooling system, which happens at around 1500 rpm, yes.

Have a look at where the 2 hoses connect to the powerhead, and you will see why.
