when i turn on the running lights with the dash switch, the lights come on the gauges AND all the needles are pegged. turn off the lights and the gauges go back to normal.
does it sound like the 12v light wire is shorted into the ground for all the gauges?

No, it sounds like you have multiple batteries and a cross connect somewhere.
Need much more information for an intelligent guess.

I had kind of a similar problem. It turns out that one of my grounds for the gauge lights was not connected. I would turn the lights on, and my voltmeter and temp gauge would peg.

That is what it sounds like to me. When the lights are off, it is back feeding to their ground. ;)
