15" tiller arm?

I have a 15" tiller arm but it does not have the 2 holes in the front of the arm for attaching the steering arms for an allison. I would like to find a way to use for my application. Can anyone tell me why it does not have them. Here are a few pics.

Call Bill @ Allison, 865-983-5920. There are three different styles of link arm plates depending on your tiller arm configuration.
