I know its a cleaver, and it has Seebold stamped on one ear. Otherwise how can I determine what the specs are on it?

That is just a old merc cleaver that seebold worked back in the day

how can I tell the specs on it tho? Any way to measure it etc? I'd like to get rid of it but can't until I know what it is.

A prop guy can tell you the pitch and you can measure the dia. Go from center of propshft hole to end of one blade then multiply times 2. Thats the dia.

That Hopkins sticker on it makes me wonder why don't you call Glen and give him the #s from when he worked on it and he will tell you what it is.
