I HAVE A 87' MERC 175 2.4. WHAT EXACTLY IS A POWERHEAD, I
MEAN ARE THEY ALL INTERCHANGABLE. YOU JUST DROP A 2.5
260/280 ON MY UNIT OR HOW DOES THIS WORK?

The powerhead is the combustion engine part of the outboard. In automotive terms, think of of it this way: Think of the powerhead as the engine, the midsection as the bellhousing, and the lower unit as the transmission.
Your 2.4 midsection can accept a 2.5 powerhead, provided that you change the exhaust adapter to one for a 2.5. The exhaust adapter is what the powerhead sits on when you bolt it to the midsection.
