Bad Regulator?

This past weekend my main fuse in the motor blew while starting up, so i put in the spare and it blew again, right away.
My voltmeter has been reading really inconsistent numbers since i replaced the rectifier, and this is the third fuse i blew since.
I just hope this is a regulator problem and not a short somewere.
Any advice would be apreciated.

I melted 2 regulaters on my inline merc and found out it was the connections to it that were bad. I've forgotten now if they loosened or were corroded but thats what fixed the problem. I kind of remember double nutting the posts though.:confused:
