If you are gonna have the heads cut, I think I'd leave it as is. Especially on a fishing motor.

You need to talk to Monty about it if he's gonna cut the heads......

Plug the reliefs with Monty's heads and you will be at approx 148 psi on the top four cylinders. This will definetly give you more bottom end and mid range but you WILL have to maintain fresh 91/93 octane. No gas over one month old or you could regret it.
Just going with Monty's heads should give you 115 - 118 psi on a stock motor. This will be a much safer number on a heavy bass boat and you can get away with mid grade gas. If you plug the reliefs and not have Monty cut the heads should give you approx 128 psi. Again safer than the 148 but you will still need to run premium gas, just a little extra octane cushion if you keep the gas in the tank a couple of months.
As for plugging reliefs after assembly, yes you can do that. Pull the heads and take the piston to bdc, clean the hole good with pipe cleaners and break part cleaner. Use JB weld or Marine Tex and fill the holes. Make sure you clean all extra off the cylinder and not leave a hump that the ring can catch. Reach up in the exhaust port and wipe any buildup off the bottom side of the hole that pushes thru.
You also realize you will need to rejet the carbs once you do this.
