Mercury Service Bulletin's and tuning

My manual says to refer to Service Bulletin 91-35... are those available on the internet?

not sure timing specs in book are in line with my Frankenstein 2.5 1995 steel sleeve

no idle stabilizer or spark advance module
WH20 carbs
200hp
I have champion plugs...42 of them and don't want to go buy NGK's right nowanyone able to help?

what kills me about this engine is the unknown...

I was told it is a steel sleeve (confirmed), 2.5 (confirmed), 1995, 200hp engine.

max rpm right now is 6700

all the specs I see aren't for an engine that spins that high
