Need help reconstructing Latham controls

I have a bunch of little parts that I need to make into one big one.

Where excactly do the disks go? What is their function?:confused:

I think it was...
shifters-donut/washer/spring/ball and
throttles-washer/donut/little black cylinder.

Anyone who has these answers will make me very happy Memorial day weekend.

Ignore the large disk on the bottom right, lens cap.
