In my opinion there is no one answer for this question. What are the pistons clearanced at? What is the purpose of this motor? What boat is it on?
On my last breakin I jetted the mains up 2 sizes, put the boat in the water, idled out of the no wake zone (15 min.), stood on it, ran it to 7000, let off & hit the enrichner a couple shots. By then it had slowed to 40 m.p.h. or so & I'd stand on it again. Up and down, over & over.for about 45 minutes with a limmit of 7000. I was runing a loose 24'' lightning so as to not load the motor heavily.
I put it on the trailer & let it set overnight. The next night I did the same routine but took the limmit to 7400 & then about 77-7800 the next night without the enrichner shots anymore & 8000 after that with a complete cool down between beatins'. After about 6 of these sessions I put a good 24'' Yamaha on & it pulled it 8550 in 700'
I think the heat cycles have a great deal to do with breakin & that since the motor wasn't built to idle on the hose & putt arround at 3-4000 r.p.m. I was going to break it in like I was going to run it. All I can say is that it works for me.

the actual rev limit/load etc everyone has there own opinions, but almost every one agress if it's a steel bore, hot and cold cycling is very good for it, i.e run it, let it cool down overnight and then run it again.

I used to race r/c nitro buggies and we'd break them in the same way!!:D

Run it like you stole it, then let it sit overnight. Do it again. Good to go.
