I have a 80hp Mercury 1971 outboard on my boat. My problem is that the engine seems to run out of gas if I don't pump the primer bulb while I am moving. I have put in a new fuel pump kit (gasket and check valves), but I still have this problem. Any ideas?

Is the pump vacuum port open?

Okay here's a picture;
Check the parts I have circled. Also check the port where part 23 screws in. There should be a crankcase pulse (vac/press/vac/press/etc) while the engine is cranking or running.If you remove hose 22 from fitting 15 you should easily feel the pulse while cranking, or test with a combination gauge.
