material to make inner fenders for the trailer..plywood/plastic or ???

I would use either plastic or fiberglass if it was me Wayne.

I'm making 2 for my boat trailer out of Alum. about as thin as a Stop Sign..

Best #1--- Starboard Lite 1/4-1/2". About the only place you may find this OEM type item would be at a boat mfg'r that uses it for side panels, seat bottoms, behind their upholstry. You can staple it like wood.
Practical #1---Treated plywood, again from a boat mfg'r, XL plywood(Greenwood Forest Products)-1/2" is good. 50 year warranty. #2---Lowe's, Home Depot, 1/2" treated-exterior plywood. For extra protection, paint (soak) with water seal,
or paint with fiberglass resin. Some contact cement and staples
or just staples 'an yous in bidness.

Galvanized or Aluminum........... Plywood if ya wanna do it twice.
