This must be something new...
Look at this little thief as he tries to steal a bike off the car rack. Weird that it appears that the driver of the car is carrying on a conversation with his passenger (or on a phone) and yet doesn't seem to notice what's happening. If that guy was able to steal the bike, the driver probably wouldn't realize it until much later.

Sad part is near the end of the vid the car watching the thief trying to steal the bike didn't even honk their horn.
