    What Year is this Mercury?

Sum'a you old hands may remember, I'm guessing mid 60's?
I can't find anything on it that resembles a serial number so in the dark as to where to start looking for some parts!

Looks like a seal will fix it!! when It came in the complaint was that it would die sometimes and not restart. Sometimes hard starting and sometimes not start!

Found a small gas leak where the arrow's pointing, all else checks out good. It would only leak when I pumped the bulb really tight!!!!

Is this number for the seal or what? 1399-99 is not listed at Pro M?

Yep (according to the decals, anyway). When I was a kid, a buddy had a '67 on a Meyers 12' tin can. It would easily plane the two of us (good ol' Carl, always underrated them ).
7.2 cu. in. twin, with itty bitty pistons! Even as a kid, I was always amazed that you could barely tell it was running at idle. I currently have a '66 in the garage, but I always thought the '68's had the coolest decals. 1968 was a recession year, so there seem to be the fewest produced and available these days. That's back when you bought a durable piece of equipment and expected to last forever and not wear out before its time. And taken care of, they did.

If you no longer have a serial plate on the undercarriage, you may find the serial also stamped on an flat spot on top of the upper cylinder.
