1987 Johnson 200 tether switch not working?

Not sure if there is a common way that folks disable the tether switch on the older omc controls? I bought this boat and there is no tether hooked into the dead man switch so it's obviously disabled.... where should I start? I'd like to get this working for when conditions warrant wearing the tether

If it's a side mount control with the key and dead man switch in it, you will need to split it open to access the switch and either hook it up or replace it.
